欧盟第六框架计划（FP6）初步介绍

欧盟第六框架计划（FP6）初步介绍
欧 盟 框 架 计 划（Framework Programme） 是 为 加 强 欧 盟 国 与 国 之 间 的 科 研 合 作 而 专 门 制 订 的。《 中 国 － 欧 盟 科 技 合 作 协 议》签 订 后， 欧 盟 框 架 计 划 全 面 向 中 国 敞 开。 根 据 项 目 的 种 类， 中 国 单 位 由 欧 洲 委 员 会 或 者 中 国 科 技部 提 供 配 套 资 金， 欧 盟 国 家 由 欧 洲 委 员 会 提 供 资 金。
欧盟第六个科研框架计划是欧盟委员会在科技工作方面的工作重点。从1984年开始至今，欧盟已经执行了五个框架计划。该计划是为了加强欧盟国家间的的科学技术合作而专门制定的中期重大科研计划，具有研究水准高、涉及领域广、投资力度大、参与国家多等特点。它在2001年2月由欧盟委员会提出，2001年6月被欧盟议会和理事会批准，于2002年开始实施，至2006年止。 总体上讲，FP6有以下这些特点： ˜ 以欧盟成员国为主的国际化参与 ˜ 战略目标明确 提升欧洲在世界范围内的科技实力和竞争力，建立“欧洲研究区”（European Research Area，简称ERA） ˜ 重点突出 总预算的大部分将投到根据不同科技领域划分出的七个“优先主题”当中 ˜ 分摊成本 欧盟的资金投入将只负责某个具体项目总成本的一部分，不是全部！投入资金数量的多少将根据其所属的研究领域和项目本身的大小而定 ˜ 实行招标制 整个FP6计划将分几轮招标，所有申请者必须根据每一轮招标所公布的内容来准备申请材料。如果您所申请的项目与招标中的内容不相符，将不可能被批准。不仅如此，每轮招标内容不会雷同，前一轮招标内容在随后的招标中将不会再出现。因此，如果你所研究的领域在某一轮招标中出现，而你并没有在这轮招标的截止日期之前及时递交申请的话，就意味着你错过了整个FP6计划！ ˜ 审批过程公正、独立 项目申请递交之后，欧盟委员会将根据严格、细致和公正的评审标准，在独立评审专家的帮助下，对每个项目申请进行评审和筛选。详细的评审标准已经在欧盟FP6的网站上（www.cordis.lu/fp6）公开。评审专家由欧盟委员会在世界范围内公开招募，欧盟欢迎来自中国的专家学者加入到FP6独立评审专家的队伍！ ˜ 项目实行自我管理 某个项目必须选出一个协调人（Coordinator）来负责整个项目自始至终的协调工作，包括汇总和整理申请材料、与每个合作伙伴（Partner）沟通、协调合作伙伴之间的关系、给每个伙伴分派任务等等一系列的工作。如果项目得到批准，欧盟委员会的资金资助也将首先拨到协调人那里，然后再由它按照合同规定将资金拨给每个合作伙伴。
FP6与以前的几个框架计划（FP）相比，有什么不同点？ 答：FP6继承了以往框架计划的很多内容，但是除此之外，还有一些新特点： ˜ 以建立“欧洲研究区”为核心，通过鼓励欧洲国家和世界上其他国家的参与、合作及交流，促进整个欧洲在科技上的竞争力和创新能力，提升欧盟在世界范围内的科技地位和科研水平。 ˜ 简化了项目申报和项目管理的程序，因此提高了工作效率和影响力。 ˜ 对“优先主题”的划分更加明确，按不同领域分为7个优先主题 ˜ 引入了新的项目实施方法，如卓越网络（Network of Excellence，简称NoE）和集成项目（Integrated Project，简称IP），更加鼓励科研人员之间的交流与合作。 ˜ 经费投入力度更大，总共达175亿欧元，而且范围更广。 ˜ 对于中国申请单位而言，如果成功申报了“优先主题”的项目，也有可能直接获得欧盟的资金资助。 如 何 申 请 项 目（ " 三 步 走 " 方 案）： 欧 盟 框 架 计 划 正 式 文 本 有 数 千 字， 内 容 繁 琐， 请 中 国 感 兴 趣 的 单 位 不 必 急 于 研 究 其 计划 背 景， 理 解 计 划 中 的 诸 多 名 词， 或 计 划 的 框 架 结 构。 我 们 建 议 您 采 取 下 面 这 个" 三 步 走 " 的 快 捷 方 案： 第 一 步：物色 项 目 负 责 人 我 们 建 议 让 欧 洲 人 担 任 项 目 负 责 人 的 角 色，您 要 做 的 是 找 到 这 样 的 欧 洲 人， 让 他 知 道 您有 兴 趣 参 加 欧 盟 框 架 计 划， 而 且 还 可 以 拿 到 科 技 部 的 资 助。通 过 www.cordis.lu 网 站 上 的 Partner Search 或 Project Search 可 以 寻 找 志 同 道 合 的 伙 伴；致 信中 欧 办 office@ceco.org.cn，他 们 也 会 尽 力 帮 您 寻 找 合 作 伙 伴。 欧 盟 委 员 会 已 经 收 到 12000 多 份 FP6 项 目 意 向 书 (Expression of Interest)。 所 有 意 向 书 都 可 以 在 CORDIS 网 站 上 找 到。 它 们 是 您 寻 找 合 作 伙 伴 不 错 的 向 导 (http://eoi.cordis.lu/search_form.cfm)。 第 二 步：准备 项 目 申 请 在 大 家 达 成 合 作 意 向， 开 始 准 备 项 目 申 请 时， 你 应 该 向 项 目 负 责 人 发 去 你 所 从 事 的 研究 部 分 的 信 息 以 便 他 填 写 项 目 建 议 书。 欧 盟 项 目 建 议 书 的 要 求 内 容 基 本 固 定， 您 需 要 提 供： 研 究 内 容 以 上 内 容 应 采 用 普 通 文 本 格 式， 如 能 添 加 一 些 图 片 和 表 格， 会 使 申 请 增 色 不 少。 第 三 步： 通知 科 技 部 中 国 科 技 部 接 受 欧 盟 的 评 审 结 果，项 目 被 欧 盟 选 中 后， 请 您 通 知 科 技 部 以 便 安 排 资 金 分配。 请 把 项 目 申 请 书 和 评 审 结 果 通 知 书 的 复 印 件 连 同 您 的 有 效 联 系 方 式 一 同 递 交 科 技 部。 此 外，即 使 您 能 够 从 欧 盟 得 到 援 助, 我 们 也 希 望 您 能 通 知国家 科 技 部。

The official information is only that in the published calls for proposals and in the workprogrammes at http://www.cordis.lu.
Overview of FP6 open calls and main deadlines:
Life Science, Genomics and Biotechnology for Health (415 Meuro, expected deadline: 11 November 2003) Advanced genomics for health, gene expressions, bio-informatics platforms, functional genomics, pharmacogenomics for development of drugs, post-genomics for health applications, application oriented genomic approaches to medical knowledge (expected publication date: 15 July 2003)
SARS call (9 Meuro, deadline 30 September 2003) networking of research; molecular epidemiology of SARS corona-virus, origin and pathogenicity of SARS, propagation dynamics of SARS; clinical manifestations of SARS, including possible host genetic factors, infectiousness in patients, disease transmission, infection control procedures; diagnostics, therapeutics and prevention (including antivirals, vaccines, immunoglobulin); risk assessment, risk communication, intervention strategies (including cost-benefit analyses of different public health measures such as screening of travellers, rapid contact tracing, etc.) (publication date: 3 July 2003).

Human Resources and Mobility (for China)individual fellowships of up to two years for top Chinese scientists to perform research at a European research institute - the application must be submitted by the hosting research institution (Marie Curie Incoming International Fellowships, deadline 12 February 2004). individual fellowships of up to two years for European scientists to perform research in a Chinese institute - open for all areas of scientific research (Marie Curie Outgoing International Fellowships, deadlines 12 February 2004). Chinese institutions can join European training networks for early stage researchers and beginning scientists – including also international PhD programmes (Marie Curie Research Training Networks and Marie Curie Host Fellowships for Early Stage Research Training, deadlines 19 November 2003 and 11 February 2004).
